He was present when a fellow policeman shot and killed Canberra escaper Arthur Nelson in St Kilda on 27 July 1988.
Charles is a great escaper, and of all his escapes over the years, involving petrol bombs, drugged cakes, faked appendicitis, skeleton keys and fancy dress.
